A maintenance problem

I work on a board of administration for a nearby university district. It is not my dream job. I like teaching, but when I was offered the position, my partner was expecting twins. The job pays a considerable amount more money, and much better health insurance. I very could not pass it up. The worst section of this job, is picking up the pieces of the lady who had it before me; however, every morning, I seem to run into a current problem that I have to find a solution for. Today, it was the ever failing Heating, ventilation & cooling unit, but no university can be open separate from a functioning heating and cooling unit. It is a state law. Nine times out of ten, the Heating, ventilation & A/C units are decades outdated and barely running. They are the opposite of energy and cost efficiency. I hesitate to even wonder what kind of heating and cooling is even coming out of their ventilation on any given morning. The largest problem I am seeing in the district is the extreme lack of repair for the Heating, ventilation & A/C systems. The two of us are supposed to have a basic yearly visit from the company to repair the air filters, ductwork and overall system. Clearly this has been neglected in the worst way. Now, I have to go around to find out why this has happened. Then, I need to determine how long they Heating, ventilation & cooling plan as been separate from servicing, and finally, I have to assess the cost of an upgrade, upkeep or cleaning of the current plan in order for it to run more efficiently.
